Bridge comment on Hallandale Beach Boulevard (SR 858) Bridge

Hello I have been observing that on the February 1st and 2 second the bridge opened after hours. the bridge opened both days at 9:00 to give way to a crane boat. I have understood that the draw shall open on the quarter-hour and three-quarter hour.
I just want to know if the person who operates the bridge is acting correctly.
